Using FrontPage 2003 how can I publish a virtual domain website? Is that even possible?

I am thinking I need a folder for the existing domain, but after that I am not sure what is next.

Hello,

Yes this is possible, you will need to make sure Frontpage extensions are installed on the Virtual Account.  By default we do not install FP extensions unless requested.
